Council of Arab Central Banks Governors

The Governors of the Arab Central Banks and Monetary Authorities began to meet formally in the early 1970s, first in Cairo in September 1972, followed by Baghdad in February 1975, and then in Amman in July 1978.

Establishment of the Council

The Council of Governors of Arab Central Banks and Monetary Authorities was established under the auspices of the League of Arab States to strengthen cooperation among Arab central banks and monetary authorities and enhance coordination on monetary and financial issues of common interest.

The Governors began holding meetings in 1972, and the Council adopted its current institutional framework in 1978. In 1980, the Council approved its rules of procedure. The Arab Monetary Fund serves as the Council’s Technical Secretariat, while a Permanent Bureau follows up on the implementation of Council decisions and prepares for its annual meetings.

Today, the Council serves as the principal regional platform for cooperation among Arab central banks and monetary authorities, promoting dialogue, coordination, and the exchange of expertise across the Arab region.

Role of the Council

The Council of Governors of Arab Central Banks and Monetary Authorities works to strengthen cooperation and coordination among Arab central banks and monetary authorities and develop unified Arab positions on regional and international monetary and financial issues. It provides a platform for dialogue, the exchange of knowledge and experience, and discussions on economic, monetary, and banking developments at the regional and international levels.

The Council prepares and approves the Unified Arab Statement delivered on behalf of the Arab Group at the Annual Meetings of the International Monetary Fund and the World Bank. It also reviews and approves the Joint Arab Economic Report prepared by Arab financial institutions.

The Council oversees the work of the Arab Committee on Banking Supervision and the Arab Committee on Payment and Settlement Systems. It also supports regional initiatives aimed at advancing financial inclusion and developing regulatory frameworks and payment systems.

The Council further strengthens cooperation with Arab, regional, and international financial institutions, supporting coordination on issues of common interest and contributing to the development of the banking and financial sectors across Arab countries.
